Campaign to Eliminate Avoidable Bycatch

Set gillnets and trawls are responsible for devastating impacts—roughly 2/3 of harvested marine wildlife are discarded into California’s coastal waters where they typically die. Crab pot lines entangle an alarming number of humpback whales, sea turtles, and sharks. California needs to usher in a new era of commercial fishery regulation and management that prioritizes sustainable practices and ecologically safe fishing gear. We are building a campaign that educates and galvanizes public, policymaking, legislative, and industry stakeholders to implement reforms. We aim to strengthen the regulation of nonselective gear types, such as offshore set gillnets and trawls, and modernize crab fishing methods by promoting ropeless gear.

Our new program to address these destructive practices was launched in 2024 when RRI and Oceana co-sponsored Assembly Bill 2220. Championed by Steve Bennett (D-Ventura), the bill would ban the sale of two protected species—giant sea bass and white sharks, eliminate set gillnet fishing off the Channel Islands, stop the transfer of permits, and authorize the first state-run observer program. RRI has organized over 60 NGOs, businesses, and sportfishing enthusiasts to build public awareness and advocate for the transition to safer gear types. Looking forward, we will continue the momentum generated by AB 2220 and continue to lead in protecting marine biodiversity. We are committed to finding science-based solutions that protect the ocean for this and the following generations.
